Oil leak

I knew it had a leak when I bought it, but what I didn't spot was this odd 'fix' someone has done. If you look closely you can seen what looks like JB weld, painted silver and coved in fingerprints (for evidence?) next to the bolt. I gave it a clean to have a better look, and sure enough when the engines running you can see oil seeping from the top left of the bolt.
I had thought to chip of the JB weld to get a better look, I'm not sure.
I suppose it could be the base gasket is blown (and poorly hidden)?

The black goop must be RTV sealant, i already gouged that out.

This is the left side, it is a 1997 535s

know anyone that does good TIG welding / Heli-arc?

There probably are a few, I believe a motorcycle engineer too. I've begun to have a look for another engine just in case it is a disaster under that.
