Quick Carb rebuild question. xv920

Just finishing up rebuilding my 1 gen hitachi carbs off my 81 xv920.

I can't figure out the choke system. I dismantled and cleaned it. When I pull on the lever, the one carb lifts the choke plunger right away and high but then barely raises the other carbs plunger up. Do I need to bend the tabs pulling on the choke plunger so they raise the same amount or is this right the way it is now...?

Also, I tried and tried to get the little hole open in the float bowls with tiny carb cleaning wires and air but i can't blow or suck through them. I think someone called them the enricher hole? Is this normal?

The choke lever should raise the plungers equally and they should close completely when the lever is returned.

The jets in the sides of the bowls sometimes require lots of probing with a .013 guitar string and carb cleaner. You'll know they're clear when carb cleaner dribbles out the bottom hole in the side of the bowl.
